National Home Protection Home Depot Refund Rip Off New York New York

National Home Protection offers a $50 Home Depot refund [debit card] for every insurance policy placed with them. I purchased two [2] policies on 4 Aug 08 for a house that I own and leasing to others and my my other house where I live. I followed their instructions and sent in the forms as required. I called their office a month later and was told I would receive the gift card redemptions [2] in Feb 09.
I've never received them. I wrote to them using their web site form 8 times in the past 2 weeks requestiong the gift cards to no availe. I called them 4 times, each day commencing 29 Jan 09 and spoke with 4 different agents who told me: the forms were sent in early; the forms were rejected; they will contact the rebate department and have the gift cards sent to me; a supervisor will call me shortly; send in new forms. I sent in new forms as requested to thier rebate department.
I've been very patient in pursuit of the refund gift cards but assume this has to be a scam as their story line constantly changes. From "...the cards will be sent to you in Feb 09...", to "...your forms were rejected...". And now, "send in new forms".
When I was told to send in new forms they e mailed them to me to fill out and return. The new forms are for gift cards from Lowes, not Home Depot. I filled them in and returned them to their rebate department with all other supporting documents [proof of purchase[s] and insurance papers].
I wonder what they will do next to avoid honoring their commitment.
