Intro:  every time I try to use my BANK OF MONTREAL Mosaik (prepaid - means you put YOUR CASH ON IT to spend) MASTER CARD, I am denied the use of my own funds by surprise and am screwed over in the most humiliating manner.  I therefore RARELY use the card.  But, I keep it in case of "emergency".  However, as I now see, in an EMERGENCY, I get double screwed over.l

I have several domain names, all with DOMAINSITE.COM, a subsidiary of NAME.COM.

[1]  On 1 September 2011, I used my PAYPAL account, which is connected to my BANK OF MONTREAL savings account, to move just $5 CAD to PAYPAL to top it up, so as to COVER domain renewal of www.alouermontrealrentals.com.  I already had OVER $7.00 in Paypal, but I needed to cover 9.99 USD for the domain.  The $5 CAD would have covered it.  The domain was scheduled to expire 9 September 2011.  PAYPAL declares that for this type of transaction, 6-8 days is required to move the funds.  Therefore, the $5 CAD should have been in my Paypal account no later than NINE days later on 9 September 2011, in time to renew my domain.

[2]  On 3 September 2011, the $5 CAD disappears from my Bank of Montreal account, properly withdrawn by Paypal.  I know this because [a] I saw the transaction in my online statement at Bank of Montreal ON 3 SEPT 2011; [b] the BMO later admits that indeed Paypal took the $5 CAD on 3 September 2011.  I had to require them to admit this, because the BMO arbitrarily changed the date of that transaction to 6 SEPT 2011 in my online account statement, eliminating all sign of the truth that it was taken on 3 SEPT 2011.

This means that [1] Paypal SHOULD have credited my Paypal account with $5CAD anywhere from 3 SEPT to 9th Sept 2011; however, they did no such thing.  Paypal instead has REFUSED, FAILED & NEGLECTED to credit this $5CAD of MY funds, which is IN THEIR POSSESSION, while posting a written declaration in my account that these funds will ONLY be credited on 13 Sept 2011 -- 13 days after the transaction initiated on 1 Sept 2011; more than DOUBLE the minimum 6 days they declare to complete a transaction from date of initiation; and a FULL TEN DAYS after the funds are IN their hands earning interest for this cartel; and a FULL FIVE DAYS after the outside maximum declared transaction completion limit of 8 days for this type of item.

[3]  Due to the default of PAYPAL, which is FRAUD and THEFT to deliberately retain MY FUNDS well past the expressly announced completion date of maximum 8 days, thus destroying my right to spend it to preserve my property -- I then went back to my online BANK OF MONTREAL account to transfer $11 CAD to my Bank of Montreal MOSAIK card to pay by credit card for my domain renewal. 

[4]  I have print-screens proving I made the $11 CAD transfer to my card; and I have emails proving I sent both the Mosaik print-screens & Paypal print-screens to my DOMAINSITE.COM domain name provider to prove MY good faith in taking every necessary measure to PAY on time for this domain name renewal.  I requested that DOMAINSITE.COM take the renewal payment directly from my MOSAIK CARD, pursuant to DOMAINSITE'S OFFER to take a credit card directly in lieu of Paypal which was maliciously defaulting to credit my funds to my account.

[5]  I then received an email from DOMAINSITE declaring that notwithstanding the printscreens proving the transfer of $11CAD to my Mosaik card, they had received a "DO NOT HONOR" message from BANK OF MONTREAL MOSAIK Master card REFUSING, FAILING & NEGLECTING TO HONOR MY OWN  CASH ON MY OWN CREDIT CARD!  -- Incredible!   Both PAYPAL & BMO MASTER CARD take my money and REFUSE TO PUT IT ON MY ACCOUNT, thus in both cases maliciously and arbitrarily denying me the use of MY OWN CASH to pay MY OWN BILLS, thus forcing my domain name to expire.l

[6]  I have a print-screen proving that I made the BANK OF MONTREAL - MOSAIK transaction for $11 CAD.

[7]  I have another print-screen from inside my BANK OF MONTREAL proving that BMO indeed removed $11CAD from my savings account FOR my MOSAIK CARD.

[8]  I have another print-screen showing that quite arbitrarily and maliciously or incompetently, there is NO UPDATED STATEMENT OF ACCOUNT FOR SEPTEMBER 2011 attached to my MOSAIK CARD online at the Bank of Montreal.  There is, at 12 September 2011, nothing but a balance of 65c on the Mosaik card dating from a statement FOUR months ago at June 2011 -- thus HIDING & CONCEALING the fact that I put $11 CAD on my Mosaik card.  A card whose institution has repeatedly screwed me over when I've tried to use it to spend MY funds.  Here we go again. Can't even use it IN AN EMERGENCY, without getting SCREWED again.

[9]  In the interim, I have received a notification from DOMAINSITE.COM that my domain name has EXPIRED -- AND THIS DESPITE FUNDS IN TWO LOCATIONS -- PAYPAL & MOSAIK CARD -- TO COVER IT,  while those funds are being arbitrarily denied, withheld and suppressed at both locations.

[10]  what is the purpose of a CREDIT CARD?

[11]  WHAT IS THE PURPOSE OF PAYPAL?

If you cannot use them to PAY YOUR(((REDACTED FOUL LANGUAGE)))ARE THEY FOR?

[12]  Organizations whose SOLE purpose is to provide a payment gateway for YOUR OWN FUNDS, and who declare specified TIME PERIODS to accomplish transfers, which thus makes you reliant on the truth of these declared time periods, or on the truth of these declared cards & accounts -- and who THEN ARBITRARILY WITHHOLD YOUR CASH, DIVERT YOUR FUNDS INTO AN UNKNOWN "HOLE" IN THE CASE OF BMO TAKING $11 CAD BUT NOT PUTTING IT ON MY CARD WHERE IT WAS PUT BY ME -- AND DIVERTING IT INTO THEIR OWN POCKETS TO EARN INTEREST IN THE CASE OF PAYPAL WHILE THUS FRAUDULENTLY FORCING MY DOMAIN TO EXPIRE -- are perpetrating fraud and abuse of their customers.

This is a SMALL but basic and fundamental transaction that THREE authorities responsible for it have ALL simultaneously failed to accomplish in a way that is clearly FRAUDULENT and timed to destroy my property, with far-reaching effects potentially well beyond the size of the small sum of MY OWN money involved.  THIS IS NOT CREDIT, THIS IS MY CASH THAT I AM BEING DENIED THE USE OF TO PRESERVE WHAT ALREADY BELONGS TO ME.

How many screw-ups are really screw-ups, and how many, simultaneously, to the SAME end of destroying my property, are too hard to accept as merely a coincidence?
