On March 28, 2006, I signed up for a 7-day trial of the Freelance Work Exchange, a website that claims to provide freelance business/work opportunities. The website is: http://freelanceworkexchange.com and the cost of the trial is $2.95. Freelance Work Exchange made it perfectly clear that There is no risk and you can cancel anytime for a full refund. Payment for services provided by Freelance Work Exchange is done through http://www.ccbill.com, a billing company.

After the 7-day period I canceled my subscription to Freelance Work Exchange but observed that $29.95 was still charged to my credit card for a full month's subscription. When I contacted Freelance Work Exchange, I was referred to http://www.ccbill.com, who went on to inform me that I did not cancel on time (whatever this means) and which contradicts the Freelance Work Exchange promise that There is no risk and you can cancel anytime for a full refund. That is exactly what I have done. I canceled after my 7-day trail period was up, and do not require the services either of http://www.ccbill.com or Freelance Work Exchange. That I am now being coerced to pay for and subscribe to a service that I don't want is fraudulent.

Though they are in partnership, Freelance Work Exchange and http://www.ccbill.com seem to have different rules about refunds. I am requesting that efforts be made to ensure that http://www.ccbill.com refunds my $29.95 to me, and that neither of these companies be allowed to coerce people into paying for services that they don't want.

I work for CCBILL and The way internet billing works is that you must cancel within the trial period to avoid being charged the monthly fee. If you do not cancel in time, the system automatically rebills you, in your case, NOT TO THE 7th DAY, But to the EXACT hour on that 7th day you signed up for the site.

In your defense, internet billing is VERY confusing. Had I answered your call, I would have gone to the site, looked at that part that said; "if not satisfied for a full refund" and then issued you a refund. I give money back all day long, mostly to those who have a legitimate beef, but to far too many who do not. They were drunk and signed up for the site and then now they dispute the charges blaming everyone but themselves. Don't think for one second because you got your money back they were doing something wrong and legally you were 100% right.

Assuming that there were no guarantee on that site, I would have said please be more careful to read the terms and conditions next time and still refunded your money. Had I answered the call and you were immediately confrontational I would have given you attitude right back to you. For those who read this, it is better to say:

"Ya know I meant to cancel, I am sorry, I forgot, I woould really appreciate it if you could refund the charge." You would be surprised how many times that works!!

A suggestion for ANYONE who does internet shopping!!

Get a separate account at another bank and charge the card with ONLY the amount you wish to spend; that way there will be no surprises when you check your balance. Even if you forget to cancel, there won't be any money in there!

First of all, Stephen, your mail is months late, as Ccbill/ Freelance Work Exchange refunded my money long ago. I was therefore right in my claims while you, evidently, are wrong. It is you, apparently, who knows nothing about the refund policies of these companies, and not me. So, get your facts straight. In spite of your claims to have knowledge of such online businesses, your knowledge proves to be mediocre at best. I can't see any reason for your taking up sides with such companies, except that you, too, are involved in the art of scamming people online.

This was your mistake

I'm sorry to tell you, but honestly this was your mistake. I don't work for the company and I have never used their services, but as someone who does a lot of work on the Internet I am more than familiar with "trial" subscriptions.

You repeatedly stated that you cancelled "after" your trial subscription was up. As with all "trial" subscriptions, you must cancel BEFORE the "trial" period is up. That's what a "trial" is. You can try it, if you don't like it, cancel BEFORE your "trial" is up and you will not be required to continue your membership at full price. It is pretty common knowledge, unless you are new to the Internet, that if you do not cancel your "trial" membership then as soon as it is up you will be billed at the normal monthly rate. It is stated pretty clearly on the Freelance website page describing the "trial" terms:

"No Risk Guarantee: There is no obligation, and you can cancel at any time, but if you do not cancel your membership, you will then be rebilled at $29.95 a month."

So I'm sorry but it is pretty clearly your own fault that you were billed. You aren't being "coerced" into paying anything. When you signed up, you agreed to certain terms. If you didn't understand those terms, that is your fault. Freelance is perfectly within their rights to charge you for a full month, if you failed to cancel your membership before the "trial" subscription ended. Those were the terms you agreed to.


And there is nothing unusual about an Internet company using a third-party, in this case CC Bill, to handle billing. They are not a "partnership". CC Bill is an independent, contracted billing service. A site may receive thousands of subscriptions a day. For a small or a new company, that is a very heavy load and outsourcing to a company that has specialized in that type of billing for years is not just more efficient, but just plain smart. But they are not a partnership, they are two entirely different companies, and so their policies are surely different regarding certain things.

Lastly, NOWHERE on CC Bill or on Freelance Work Exchange does it say that if you cancel you will receive a full refund. You've simply made that up. That has never been the case with CC Bill, who I've used many times in the past, and nowhere does it even remotely imply that on the Freelance website. You're describing a "money back guarantee" which is not what Freelance offers. They offer a "trial", or a "try before you buy" so to speak, subscription. No one promised you your money back if you didn't like the service.
