1. LOOK OUT! If you or an relative has been contacted by this company D.C.S.!

2. This is an scavenger collection agency. They buy old debts that are past the legal collection dates, and attempt to "re-activate the debts".

3. The census is, this is a MOB owned Franchaise. That this is the new MOB method of collecting money illegally from regular people like you and me.

4. This is also, a franchaise. If you "Google" any phone number they contact you with, you will find, that they 'have branches" all over the U.S.A.

5. The #1 "TRICK" that D.C.S. likes to us is: Calling people in your last known area, with the same last name as yours. Example: your last name is Jones, and they will call all of the Jones' in your town. They use the Yellow Pages, White Pages, and then move on to more advanced searches. If they think they have a good "hit" on someone or a like name. They don't even care if the debt is really yours! only if they can convince you that it is your debt, or that you are obilgated to pay it, "to clear up your good name etc".

6. The obtain "victims" that is you and me, from old court documents on cases filed and granted. They look for foreclosures, bankruptcies, divorces, child custody cases etc.

7. When the start their "Scavenger Stalking" they like to repeatedly call, people they believe are your relatives. They "pray on the elderly", and use bad hearing, eye-sight and dementia to extract information on relatives.

8. Our advice is: Go to Clark Howard.com, and copy a drop dead letter from his website. We have used this letter twice, and it works wonders. We always add a "little extra" like under c.c. Dept of Justice, Law Firm etc.

9. Most people don't know that if you quit paying on a debt, that within 18 months the creditor has to by law, do a charge off on you. But scavengers like D.C.S. attempt to break this law, by contacting you, and threatening, lying, malnipulating, cheating, and being abusive to people like you and me. My plan is to sue in court. This may actually be a new way for me "to gain a little revenue for myself"!

fist i want to say that DCS you are not professional at all i had a case worker for my defaulted loans, but i got pregnate when i graduated college and that took me on a toll, so then you guys picked it up i made my payment arrangements and then the moment i missed a payment monica hall which was my case worker refused to talk to me and said she will only be speaking with my emploer because they  was garnishing my checks and that was that, i now have 3 children and am a single mother i tried calling once again only to get nowhere my checks and taxes have been garnished for 4 years and i havent got a single statement in the mail nothing saying how much was left or anything i know that my debt is payed each year i got back well over 10,000 plus my checks where being garnished and if my memory serves me correct i only owed 30,000 so why dont you send statements you call so much before harrassing a single mother but now your taking everything from me and i get no phone call no nothing no payment arrangements or anything!!!!!!!!!!!! im pissed you are so unproffessional and yes you are criminals what the h*** is the problem taking from people that dont have anything???? god bless yall because you need it. and i want my paperwork before i sue yall its d*** right illigal to take my money for 4 years and not give me anything showing me nothing !!!!!!!!!!!!!!!!!!!!!!!!!!!!!

Since diversified likes to harass poeple whom have nothing to do with the debt. are rude, harassing, etc...here is some info on whom to contact about this...and maybe make this person understand that harassment will not be tolerated:

Texas ALLOWS Recording of calls WITHOUT NOTIFICATION

One of the greatest perks of living in TX is that if the person recording the call is taking part in the call notification does NOT have to be made to the other party that the call is being recorded.

I LOVE THAT.

And have used this many times to record calls FIRST and then just to rankle the person I would let them know they've been recorded when we are closing down the call. Then when they complain I tell them as a resident of TEXAS I didn't have to give notification but I did so Anyway and it didn't matter that the call was essentially over.

STUDY THE LAW FOR IT CAN BE A WEAPON.

DCS are criminals

DCS uses deceptive practices, and they are utilizing shark tactics, Mr. HAL COX. They typically utilize fake telephone numbers, which appear to be from a local area. They use this tactic to "up the odds" that a telephone will be picked up by the targeted victim. However, when the "so-called local number" is dialed by the victim, it is forwarded to an 800 number in a far away place. I have called back the local numbers and said: "Hey, I recognize the number, I'll meet you in town. You are 5 minutes away. We can talk in person." Of course that simply just exposes their ruse, They are no where near me. Try it out. 

Beware that these bottom feeding scum do not care about verification of a debt. Mr. HAL COX admitted that the horrible company, DCS works with private and so-called public debt. Many private debts were fraudulently merged in with federal loans at the school level. The debts were then bundled, hedged, and sold off as assets. Many were ultimately securitized through Goldman Sachs before the 2008 debacle. But now the paperwork is lost, Goldman was bailed out, many of the private entities went bankrupt, and others received the tax benefit of a write off before also illegally selling the loan to yet rehedge and bundle it for investors yet again. This is a scam and it is criminal. On the caller level, the collection folks are working for a paycheck and bonus at the end of the month to suck in as many zombie debt collections as possible and revive them. Do not fall for it. DCS is a criminal entity.

DCS is now spoofing phone #'s

Alleges to be a collection agency for Dept of education for student loans.  They are calling from a local area code spoofed number. The caller indicated they calling from Texas, California, or Oregon but wouldn't disclose which location.  From the accent, it was probably Texas.  

The caller threatened DCS will start garnishing wages on the next payday if you do not comply with their request.  They ask for address, income, person living with you, etc.  IF you decline to answer their questions they repeat their threat, they will garnish your next check.

These people are probably legit, but check the Department of Education website, verify the truly do hold the collection status of your student loans. (DCS is a scavenger agency) and call the 800 number there so you don't get scammed.  If this is the first call, they are far from garnishing you!

When I started recording the phone call, the caller indicated that I was breaking the law by recording the call, because he did not give his permission to record the call. When I begin recording the call, if he wishes to NOT be recorded, he has the opportunity to continue to speak with full knowledge he is being recorded or hang up.  The caller continued to talk, thus he was given permission to record the call and no law was broken.  I does show that they don't know the laws, and do not wish to obey them either. 

The caller finally disconnected the call, after yelling and talking over me.  The caller did not wish the "HELP" me as he claimed, he just wanted to call and harass me so I would not want to take care of the debt right then.  Once they get me to say I wont work with them the file garnishment paper work.  Lucky I have the recording indicating I would work with them, (3 times I indicated.)  Good luck!!  Recording is admissible, you knew full well you were being recorded and continued to speak.

If you indicate that you are attempting to work with the DOE, they will attempt to collect your personal financial information (this is an attempt to collect a debt, any information collected will be used for that purpose.)  They are as slimy as they come.  DON'T GIVE THEM YOUR INFORMATION!!!!

If you are already working with the DOE continue to work with the DOE.  

DCS just misrepresents what the are doing, the will get caught someday, and not too far off!

DON'T TRUST DCS

I am just a random consumer who has recently recieved a letter from DCS. They say I owe the Department of Defense. I have NEVER worked for the Department of Defense and have no idea what they are talking about. However, I just wanted to respond to your comment about how DCS follows all the rules.



NO COLLECTION COMPANY FOLLOWS ALL THE RULES... So I found your suggestion laughable. I also found despicable how you could CALLOUSLY berate the first poster who is being HARRASSED by this SHADY COMPANY.



Anyone can fall behind on debts from the richest to the poorest. Emergencies can happen. Business in general is a RISK. The law provides some relief for this by letting companies write off in taxes what they can't recover.



Also, even student loans are FORGIVABLE "IF" the borrow has a life changing disability. You CONVENIENTLY didn't mention that. Other ways may also be possible.



On the other hand, I don't deal AT ALL with collection companies either by the phone or by mail. They are simply too tricky and you can't trust a word they say. ANY OF THEM. ANd not for one moment do I believe this company does not SOLICIT for accounts or buy up old accounts. THEY DO. ALL COLLECTION COMPANIES DO. So you LIED.



Don't call the collection company

Don't write the collection company other than sending a cease and desist letter or drop dead letter

See if you can deal with the direct company you owe the debt too and send them some money. IF they refuse the money, tell the collection agency and keep a copy of the returned letter. By law you don't have to deal with these third party scavengers.

DCS does not follow the law

If DCS had followed the law, then why are there so many claims against them through the Better Business Bureau (BBB) and through many other law firms. The rudeness that has been expressed to me on several phone calls is beyond called for. I had tried to make payments to the DOE. My loan defaulted because I was unemployed and had no income. DCS is an abhorrent cancer to the collection services who actually understand their place in this world.

I own a store in Philadelphia,  an associate who use to hang out at my shop gave my shop info as his contact  for this company.  Mind you, i own a store in a busy part of town. This happened at least a year ago, since then this fellow, john, has disapeared. my shop has received since a plague of calls.  in one day up to 15 calls  from this company asking for johnXXX. i have told them i employ no john XXX and to please stop calling...to no avail. it has gotten so bad that it interupts my business.

Now Hal Cox, yes you people do know the law, but you push the limits. your company, and others  have harassed me and my business for a person who does not work for me, and even when told it still continues. the problem is that collection agencies are business's, they are not out to help anyone but themselves, after all you get paid by collecting debts, your not a volunteer, your not missionaries, your nor saints. to collect this debt you will use any power you can, weather legal or non. you will harass anyone whose info said debtor has given.

so people...YES, if someone has given this company your info as a contact they will call you ceaselessly if the person who owes the debt defaults, they will hang up on you if you ask questions, they will call several times in a row throughout the day, they will "note" when you tell them to stop calling and that this person isn't employed by you and you have no info and will then call again an hour later.

Collection agencies do know the law, and bank on you NOT knowing the law. they are rude, they will not give info, they will harass anyone and everyone near the person they are trying to contact even if it violates the consumer fair protection act of 1977.

legally though you can send them a payment of $1 dollar a month, they have to accept this, and IF they try to take you to court it proves that you have been making an attempt to pay on your debt. this info is free, since they believe they can harass anyone without consequence. Anyone who reads this, pass this on....they want to be legal crooks, so can you.

Okay, just responding to the employee, if your company settles student debt, then why am I being contacted??? I am a US ARMY VETERAN, and I used my GI BILL for college!!! 

Your company does in fact represent the lowest of the low.

Even preying on military veterans, shame on you for even being part of it.

It's interesting that this company sent me 2 letters on the same day, stating I owe the state of NM $16,187. Since when does a state cross the state lines to collect for neighboring state citizens?

 All scumsucking boittom feeding collectors like Hal Cox do is scan Rip off rReport and sites like it to spew their factually incorrect crap.  Go ahead, jagoff!  It's entertaining, if not false!

I went through bankruptcy after being unable to pay my credit cards because of medical bills, so I know this to be true.  While student loans are generally not dischargable debt, they can be discharged in extreme circumstances, such as the total disability of the borrower.  However, their threshhold is higher than that of the Social Security Administration.  So the assertion that student loan debt is completely nondischargeable is not true.

Also, Hal Cox is wrong that only deadbeats know the statue ot limitations on debt in their state.  Such information is readily available on the internet, so it is easy to find out.

Also, Hal Cox, browbeating someone into paying their debts is ILLEGAL!!!!! That is according to the FDCPA- that means someone can sue your boss and your sorry a*s personally if you are the one doing the browbeating.  If someone has trouble paying their debt, they aren't going to give a s**t about your family that has to be fed- they only care about keeping a roof over their heads.

Bottomfeeding a*****e collectors like you make me sick!

First off, I would like to say, that your "report" makes no mention
of the obvious, if you would pay your debts, you would not be in
collection.  The fact that you know so much about statute of
limitation issues with debt collection shows you are a lifetime
delinquent borrower.  So the real victim here, sir, are the
companies that lend you money, that end up having to take a hit
because you refuse to pay back the loan.  These companies have
employees that have families that suffer when debts go delinquent. 
THEY are the victims, not you.  You are simply suffering the
consequences of allowing your accounts to go in to collection. 

Second, DCS collects on defaulted student loan debt.  There is an
exception in federal law regarding statute of limitation with
student loans.  Section 484(a) of the Higher Education Act amended
4/9/91 guarantees no limitation on the length for witch your
defaulted student loan balance is collectable.  Essentially, you
will owe this debt, and attempts will be made to collect it,

DCS doesn't buy these debts. Rather, they're services are retained by a guarantee agency or a private lender, after a student loan defaults, to collect the debt and facilitate your student loan
rehabilitation.  Rehabilitation takes your loan out of default and
collection and brings it in to a current status, repairing your
credit report.  So no, DCS is not victimizing anyone, they are
helping you make amends for bad decisions you have made with your

Yes, DCS is a collection agency, and yes, it will do everything in
it's power, within the law, to contact you and demand payment.  DCS
is legally allowed to contact your family members, coworkers, etc
for location and contact information.  At no time will DCS disclose
to anyone that we are attempting to collect a debt or that you have
a debt of any kind.  But I digress, you could avoid all of this by
remaining reachable and not trying to skip out on debt that you
willfully incurred. (((Redacted)))(keep in mind that "contact" in this context refers to disclosure regarding your debt, not for location information)

Last but not least, you are free to send a "drop dead" letter, but
at no time will DCS be intimidated.  DCS has studied the law and at
no time breaks it.  DCS is not afraid to speak to your attorney, if
you decide to retain one to handle this matter.  If you do this
however, you will be paying your lawyer, rather than paying on your
debt.  There is really nothing a lawyer can do to reduce your
balance, so it's a waste of money.  No matter what kind of letter
you send, or what kind of delay you are able to produce with the
repayment of your debt, it simply will never go away.  Section 3720D
of the Debt Collection Improvement Act gives DCS authority to
garnish your wages from your employer at 15%.  So DCS clients will
receive their funds one way or another.  If you're thinking about
bankruptcy, just know it won't help either.  Section 523(a)(8) of the US Bankruptcy Code, effective 5-28-91, with 101.647 amended 10-7-98, specifically section 971, prohibits by federal law for student loan debt to be discharged by bankruptcy.  (((Redacted)))You may want to talk to the DCS collector next time they call, and enter in to a payment arraignment. That way you can receive the benefits of loan
rehabilitation while paying your debt, rather than paying it off the hard way.  Good day.
