While in the process of buying an older home, we naturally discovered many items that needed upgrades or repairs.

After receiving several quotes from a variety of contractors, we settled on Rich Mooreland and Eagle Construction.

Rich provided us with a written fixed-bid proposal for about $42,000.00, with half due prior to the work beginning, and half upon completion.

We launched the work with an anticipated finish date of August 1, 2008.

During the several weeks of work that took place, we observed overall shoddy workmanship, and a lack of attention to detail, and of course pointed this out to Rich.

His response was to become more and more aggressive and intimidating when talking to my wife, and a refusal to talk to me.

Some of the items we complained about included painters getting paint on woodwork, and leaving areas of the home unpainted.

When removing an external stairway leading to the basement, the doorway that was blocked off was not tied into the rest of the foundation, but rather simply blocked in with cinder block. In addition, on this portion of the project, the contractor did damage to our foundation, causing one of the blocks to project into the basement by over an inch.

The gutters were not cleaned out. In fact I have a photo of a tree growing in the gutter after he marked the work as done.

When he removed vines from the front of the chimney, he left all of the vines growing into the chimney in place rather than pulling them out.

The carpet and appliances we ordered - and paid for - never showed up.

His crew mixed mortar in our basement utility sink, and did not clean it up so the sink is completely rendered useless.

Our basement needed new windows installed, and drylock put on the walls. He installed only 2 of the four windows, and did not seal those properly. And only painted about 1/3 of the basement with Drylock.

He installed 2 doors, neither of which open or close properly.

He removed the trim and woodwork around a third door, and left it stacked in the hallway without actually replacing the door as he was required to do.

He quoted us repair/replacement of approximately 11 windows on the main floor of the home, none of them were repaired or replaced.

His crew used our patio table as a saw horse and of course, took a big chunk out of the side with a circular saw.

The light fixtures he was to replace were instead left with the old fixtures dangling and exposed wires visible.

As our deadline approached we tried to apply more pressure as we had sold our home and needed to move into the new home we had bought. On August 1, we began moving in.

Rich left the site, and said he was removing his trailer, etc. to give us room to move in.

After 1 week of repeated calls, we finally received an email from Rich saying that he had gone over on budget, and that if we wanted him to return to finish the work, he would have to have an additional $15,000.00 immediately.

When we pointed out to him that his budget was not our issue, as he had provided us with a fixed-bid proposal, he threatened to take a mechanics lien out on the house.

We asked him to meet with us at the site so that we could attempt to work the differences out. I took the day off of work, and of course, he did not appear.

The following day, when I was at work, he suddenly appeared and again, attempted to bully and intimidate my wife into writing him a check for 15k.

She sent him on his way.

After yet another week of repeated, unreturned phone calls and emails, we contacted a local attorney.

The attorney wrote Rich a letter demanding that he either complete the work, or return a portion of the money.

Rich's response was to file a mechanics lien on our new home.

In my opinon, Rich is a scam artist who specializes in victimizing homeowners with the threat of our (seriously in need of a change) mechanics lien process. Unfortunately, he picked the wrong people to attempt it with - "millions for defense, not one cent for tribute" is our motto, and we are actively pursuing every legal avenue to recover our damages from this crook.

Stay away from Rich Mooreland and Eagle Construction at all costs. He is a crook, and a swindler. He has declared bankruptcy several times, and all of his business assets are currently in his wife's name.
