I received a bill from the North Texas Toll Authority for $609.92. Between Jan. 4 and Jan. 19, my daughter drove her car (registered in my name) on the tolls, racking up a total bill of $34.92. But since the bills are past due, they tack on a $25 "administrative fee" for each unpaid toll. I'm not the one who drove through the tolls, yet I get the bill because the Texas Transportation Code 366.178, written to enrich the toll companies, says the registered owner of the car is responsible for the tolls, even if they aren't driving the car. In my case, the car is in my daughter's possession who lives 200 miles away.
They then state in the invoice sent to my address that I can pay the "discount" amount of $224.67 if I pay by the end of the month. They offer no explanation why the reduced amount is now acceptable to them, making the whole transaction read like negotiations at a used car lot.
I have sent them a check for the original amount of the unpaid tolls, $34.92, requesting they cease and desist any further collection efforts. If they can arbitrarily drop what they claim I owe to $224.67, then they can also drop it down to the original amount of $34.92.
I believe charging a person with a punitive "fee" which amounts to a fine without due process with threats of more fines and court costs is unconstitutional and I'd like to see a class action lawsuit against the NTTA.

Larry, 

Obviously you are a shill for the toll companies. None of your "arguments" as to why I should pay hundreds of dollars to a company because my daughter went through a toll and racked up just under $35 in tolls makes a bit of sense. Why is her car registered to me? Because. And evidently you missed the part where I said I sent in a check for the original amount. That's how much she owed, not the arbitrary "administrative fees." And it might also interest you that I never received a bill for the original amount, just the hyper-inflated one with all the bogus tacked on "fees." And I especially love the part where you say they go to all sorts of expense trying to track down the person who owes the toll. Have you checked the price of postage lately? My guess is the North Texas Toll Authority spent a whopping $1.32 in postage sending me those "bills." My advice to you is you mind your own business next time since obviously living in Arizona you have no clue about the Texas toll road rip-offs.

You do not have any idea how this process works. #1 she should pay these fines because of the effort they went to to bill her? There is no way to pay as you go. No toll booths. The only way to pay if you don't have an account set up with them is when they send the bill. I see no way how they set up this system that them billing you should earn then hundreds of dollars extra. Also I guess the rest of us are stupid if I'm waiting for a refund or payment from anyone in the world I cant increase my bill from 2 dollars to 200 if I'm not paid in 60 days. Just who do you have to %#@ to get a sweet deal like this legally?  Apparently they can take a bill for 0.17 and turn that into $200 in 60 or 90 days too.  For all of us who are self employeed we all need lessons. Oh yeah my understanding is that it's not only billing! If you don't pay them you can end up in jail too! WooHoo debtors prison is back!

No longer have booths - they have either a toll tag or zip pass.  I have never had a problem with receiving my zip pass bills (which are higher than the toll tag prices) yet I have read in the DMN about problems with zip pass bills.
Could per chance your daughter hid those bills from you?? Since she racked up the fees let her pay for them because they are her FEES.

Why is your daughter's car registered in your name and not hers?

Who taught your daughter that there were no consequences for driving through toll booths without paying?  Not just once, but 23 times in two weeks.

Why is it that you think the NTTA is the bad guy here?  You and your daughter seem to think that they owe you a free ride.  Even after being caught in repeat offenses you seem to think that you can make it all OK by just paying the amount that was originally owed.  That's like a bank robber offering to give the money back.  You seem to overlook the fact that the NTTA has to go through a lot of effort and expense to track down the owner of each car that fails to pay.  Maybe you think someone else should foot the bill for your daughter's misconduct.

Sell your daughter's car and use the proceeds to pay off the fines.  Use part of  the remainder to buy her a bus pass and the rest for family counselling.
