I changed my mind less than 24 hours of reserving a postal box with The UPS Store, and was denied a refund by the manager, Vik Patel. I filed a consumer fraud complaint with the Department of Justice and am awaiting a response. The law allows one to cancel a contract based on fraud, which has occured in this instance.

You can not get a refund after opening a box as this would enable a person to commit fraud. Any location that offers mailbox services must file the personal identification and USPS 1583 contract with their local post office. If a person received a refund from a place like a UPS Store, the post office would still have a record of that street address being used by that person. That person could then use that street address for illicit bank activity. Some locations offer key access. Would be rather easy to take that key and duplicate it at the hardware for easy access to the business after a refund was given.
