Valley Vic Ripped me off. Never sent all that I paid for. Won't return emails. Internet

Valley Vic is a scammer/crook. He mailed a pamphlet to me in early November: how t make $10K by Christmas. The plan was to use their discount credit cards as gifts and gas cards. The idea was brilliant. I would have access to (example) a $25 Walmart card for $3-$5. Great idea. I read this and thought that I could easily market these to companies. With Christmas coming, I could easily see myself selling a ton of these to companies to give to their employees as Christams gifts.

The program was $297 and $497 for bonuses. The bonuses included the exact 3 of about 10 little programs he had, on how he made his money and his marketing ideas. It also included a phone call with Vic so I could pick his brain and exactly how he make $10K. Very good copywriting on Vics part.

I mailed a money order to his "rep". The rep cashed it 11/20, the night before Thanksgiving. I did not receive my package until New Years Eve. During this time, I emailed multiple times to find out where my package was.For $497, you shouldn't wait 7 weeks for it. It arrives and doesn't have all the bonuses. It has most, but not the ones I needed. 

Once again, no answer on phone calls or emails. I have tried faxing him nearly everyday since mid January. ALWAYS get No response/busy. I have tried midday, 3 a.m., 6 a.m. , 11 p.m. multiple times. No response. Valley Vic is a fraud. He owes me $497. I didn't get all that I paid for and they don't respond. I can't go forward with program because they would have to respond to some product request. It cost more money to go forward with this program, but they can't even manage the package I paid for. They ripped me off of $497 and will not make contact via: fax, phone, email. What a crook! Great convincing copywriting by Vic. I fell for his scam. Vic, you owe me $497.
