Arthur Parrinello - Old World Painting Lancaster County interior designer scammed over a thousand dollars from Arthur Parrinello of Old World Painting Ephrata Pennsylvania

I payed Arthur Parrinello of Old World Painting last September '08 to prep and paint a large remodel for a local client. He took the money and never arrived to perform the job. I took the matter to Manheim Township, PA small claims, and presently have a judgement against this individual. Judge ordered him to pay back the amount including all court costs by a certain date - he failed to pay, and now the local magistrate informs me that they can't really do anything about it, even though the judgement was placed against Parrinello, because he (Parrinello) has a right to "make a living". --doing what?? Scamming other innocent people? At the same time, my rights to make an "honest living" have been severly compromised due to financial hardship.

Where's the justice? Also, Mr. Parrinello does "business" in the state of NY and Delaware. (NY phone # - 631-649-7956). I have filed reports with the BBB (they have a red flag against him), State Attorney General's Office, local TV, News and consumer hotline sites, and I am about to file with the Civil Court in Lancaster in order to get some action on this situation. I also did a mass mailing to all local paint and decorator retailers warning them of this man. If contractor fraud is the #1 scam in the state, then rectifying the situation seems to be PA's last priority!
