In October 27, 1998,(Cit.#484797401) I was ticked, unbeknown to me, while in Santa Monica, California. When I found out about the ticket, it was $145.00. I was never notified by Los Angeles Parking Bureau of this ticket.

In Sept 9, 2000, (Cit.#893622376) I was ticked while shopping at a mall for parking at a fire hydrant, which is $145.00 as well. Never notified by LAPB.

Lastly, I was bogusly given a handicap ticket when I came back to my vehicle after dropping my father/friends off at the mall. The agent said my handicap placard was expired. I tired to explain to the agent the person must have pick up the wrong placard, and that this is a registered handicap vehicle. He felt I was lying and gave me another handicap ticket: one for misuse of a handicap placard and another for parking in a handicap stall. I took the case to court and won on one citation, but the other citation is still pending because I didn't file both concurrently. Now I'm told its to late; time has ran out, which is how I found out about the other two citations in Santa Monica and the fire hydrant, plus Cit.# 495499745 for misuse of a handicap placard pending future help.


According to the Los Angeles Parking Bureau I owe $679 dollars in parking fees. The two tickets pertaining to the S. Monica and the fire hydrant, I knew nothing about until the handicap incident. The last time I called about all the tickets, I was told if I did not pay for them, it would go on my credit profile

DEAR FRIENDS, SURPRISINGLY, THE LA PARKING BUREAU FINALLY ACCEPTED RESPONSIBILITY AND SEND ME THE BELOW EMAIL. PERHAPS YOU CAN SEEK HELP FROM PAT CUNNINGHAM, SINCE SHE WAS ABLE TO CLEAR THINGS UP FOR ME.

Ms. Frankin, this email is being sent to you upon your request.

It is a follow up to our conversation on April 21, 2004, regarding three citations. Two of the citations issued on 8/31/00 were issued one minute apart: Citation 495499756 was issued for violation of California Vehicle Code Section 22507.8 (a), parking in a disabled space without a valid disabled placard. Citation 495499745 was issued for violation of California Vehicle Code Section 22511.56(b), handicap placard misuse. As I advised you, since citation 495499756 was dismissed (and your $330 payment refunded to you), it invalidates the second citation. Consequently, we are dismissing it. You will receive a formal notice from the Parking Violations Bureau advising you of this action.

With respect to Citation 893622376, since there is a possibility that correspondence may not have reached you timely, as a one-time courtesy and in the interest of justice, I am waiving the penalties for this citation. However, you are responsible for paying the base fine in the amount of $60. You must pay this amount no later than May 3, 2004 or the penalties will be reapplied and the matter will be closed. Please contact the Parking Violations Bureau at (213) 623-6533 to arrange for payment.

Pleased be advised that California Vehicle Code Section 4000.4(a) requires that vehicles used primarily on California highways shall be registered in California. Based on the vehicle's citation history, it appears that the vehicle falls into this category. To avoid late noticing, and to be in compliance with the law, it is advisable that the vehicle be registered in California with an in-state address.

With respect to Citation 484797401 issued on 10/27/98, this citation will be expunged from the system, since it is beyond the five year statute of limitations for any collection action.

Still stonewalled?

I was periodically checking on Ann's dilemma with the City of Los Angeles because I too have experienced similar problems with Los Angeles' unconscionable and unlawful "procedures," its absence of bureaucratic accountability and its inexcusable absence of mailed notices to owners of vehicles claimed to have been issued Los Angeles parking citations.

I hope Ann can update us on whether or not she received a meaningful response from Judith O'Connor. Has everything been ironed out, and did Judith O'Connor address Ann's problem to her satisfaction?

I have yet to hear I have yet to hear from the City of Los Angeles Parking Violation Bureau, they are inundated with complaint letters

On 9/17/03, I received a telephone call from Ms. Judy O'Connor after writing a letter to Ms. Diane Cunningham regarding two parking tickets I had no inkling about and a handicap ticket that should have been removed after vehicle handicap documentation was provided. Ms. O'Connor stated that she was in receipt of my July 17, 2003, letter, but she was so inundated with complaint letters that she was currently working on May's letter in September. She stated that she hoped to get to my complaint letter in the next month or two which would be November 2003. At present, I have yet to hear from Ms. O'Connor via mail or phone call. It's now November 26, 2003.
