I have had my vehicle licence plates A(several vehicles) photographed on e-470 which is a private enterprise run by the Colorado Department of Motor Vehicle and the tolls ammounted to $68 dollars. Several of these notices were thrown out by roommate, however they say they sent a notice that they would take me to court for these charges along with fines and penalties totaling $386. dollars. on the 9th of September, 2011 they sent me a letter that indicated they took me to court on September 8th, 2011 saying that due to the fines and penalties I now owe them $%1,486.00.
I called them on September 14th, 2011 and it was at collection agency and the price had increased and they would not tell me the judges name, they would not work with me and they said they will prevent me from registering my vehicle until this fine has been paid. I don't mind paying the tolls even though they cant prove that i was driving at any time just to take care of buisness, however they refuse and said they did not have to notify me of the court date and if I want to reschedule it will be an extra $200 per offense if no decision is made.

E-470 is not operated by the Department of Motor Vehicles. The Public Highway Authority is governed by an elected official from five municipalities and three counties.
When a driver who is not an EXpressToll customer uses E-470, a toll statement is mailed to the address on file with the department of motor vehicles (DMV) in which the vehicle is registered.
If the first statement is not paid, a second statement is mailed with a $5 late fee. If that statement is not paid, the tolls will continue to age through the billing/violation process. The unpaid tolls and fee are moved to collections and subsequent E-470 correspondence is mailed if no payments have been received which includes the appropriate fees and/or fines that have accrued during this three to five-month period of unpaid tolls. Customers are responsible for reading their mail which advises how a customer may request a hearing at any time during the toll payment/violation process.
E-470 does not have to prove who is driving the vehicle. By state law, the tolls are the responsibility of the registered vehicle owner.
License Plate Toll customers are encouraged to open an EXpressToll account and save 20 percent on toll when driving E-470. Or, set up a License Plate Toll account at www.expresstoll.com and manage their accounts online. Customers may deposit money in their account, leave a credit card on file for their convenience in paying or request EXpressToll to charge their card when statements are due, pay for individual tolls that were incurred within a few days, and request emailed statements.
