I found this broker/agency on the internet while looking for health insurance options. The agent, Phillip Gropper offered what appeared at first to be a much better deal than any other I'd found. Cheaper premiums... it even included some vision and dental. He said that the reason he had such a good deal was that he could put us into a group package. He could put us in with something called ENA (Employers Network Association.) He said we'd be made a part of the National Allied Workers Union, which would help get us the discounts. Long and short of it is this: there is no such thing as the ENA or the National Allied Workers Union. These are a sham, a front that this brokerage created to swindle potential customers like me. When I questioned "Phillip Gropper" further, he sent me a clearly bogus letter from 'CNA', trying to make this seem legit. The letter offered no contact info for 'CNA', no website, no further info. I could not get 'Phil' to email me a copy of the contract he would want me to sign; blue cross/blue shield (whom he said would be providing the insurance) doesn't know anything about any of the above mentioned parties... Long and short: this is a credit card and check scam. They just want your info. It's fraud, folks. Don't fall for it!

ENA takes your money but don't count on having health insurance coverage

I am a New York State resident, small business owner in Manhattan and live in Manhattan with my spouse and two children boys. Helen Altman-Felsher, MBA, a health insurance broker, referred me to a health plans, and I decided on the Cigna “Choice Fund PPO” Network plan (aka, VEBO PPO Plans and ENA Veba Trust).  In order to get this health insurance plan, I had to complete and sign enrollment form and worksheet for a company called “Employers Network Association” (ENA). ENA charged me a one-time processing fee of $125 and a monthly premium of $1634 in 2015 and $1833 in 2016. This health insurance plan was managed by Tall Tree Administrators, a third party administrator (TPA). On December 12, 2016 we received a letter stating that, as of 12/1/2016, our insurance carrier and TPA had changed to PHCS and Benefit Plan Administrators, Inc, respectively.  We were given NO prior warning about the change, were not asked for our consent, and were not given the option to terminate.  We were given no details about the ramifications of these changes and were not even given an identification card or ID number. Even though we have been paying ENA $1833/month for health insurance, none of our claims have been processed since 12/1/2016 (5 months ago).  No one from ENA will answer the phone or return emails.  Ms. Altman-Felsher has been of no help and washed her hands of this.  In fact, she only offered to get me another plan (and to keep receiving commission payments).  ENA has set us up with a third party administrator (TPA) called Benefit Plan Administrators (BPA), Inc., who are completely incompetent and who have been repeatedly lying to us about the problems for the past 5 months.  We didn’t even had an ID card for the first month and the ID #  and group # was changed three times in 2-3 months. The TPA (BPA, Inc.) is stating that they will not pay the claims until they receive the funding.  When I did some investigating, I found that: (1) ENA used an unlicensed company (BPA, Inc.) for the administration, (2) ENA is run by Louis Deluca (aka, Louis R. Deluca III), who has been implicated in several insurance fraud cases and accused of previously violating provisions in insurance laws across several states.  ENA is also in collaboration with  Rod Maynor (CEO of Black Wolf Consulting, Inc.), who is currently being sued for alleged breach of implied covenant of good faith and fair dealing. The plaintiffs allege that the defendant, Mr. Maynor, did not transmit plaintiff's payment to Veritas or to the VEBA trust, failed to provide participants with insurance cards and failed to provide timely information when requested. The case is being tried in Raleigh, WV (Raleigh Circuit Court Case number 17-c-1)

ENA Is Great!

I purchased a Blue Card PPO plan from a gentleman representing ENA back in December of 2013. I have used the benefits of this plan several times and in several states. ( I travel to Los Angeles a good deal.) The plan has allowed me to keep all of my previous doctors and I am still able to reach the original rep who sold me the plan if need be.

ENA is a real company selling real insurance

I am not an owner or employee of ENA or the National Allied Workers Union.  I do not make any profit by my relationship to these organizations.

However, I do have insurance through them and have had it for a number of years.  In order to be become a member, you have to become a member of an organization that is part of their network.  Mine is New York Artists Equity - a not-for profit group for artists that offers access to group health insurance (that I pay for totally) as the benefit.

The NAWU plan is what is called a self-insured plan through NAWU (National Allied Workers Union) and at this time is grandfathered by the Affordable Care Act.  The insurance company is Blue Cross/Blue Shield of Illinois with a Blue Card Option - it is a national group - so, the Blue Card option allows members who do not live in Illinois to use doctors in the BC/BS network in other states.

It has worked pretty well for me over the years and is legit.  

I do not know if the broker who you are referring to, Phillip Gropper is legit - however I just want to clarify that this group insurance does exist and many self-employed people are members.  The administrator for the group is Aegis Administrative Services.

I do not know, at this point in time if you can still buy this insurance plan because it is now grandfathered - and enrollment may or may not be closed.  My advice is that anyone wishing to purchase this insurance contact one of the organizations listed above rather than going through a broker (although they may suggest the name of a broker).
