What can be done? (I am writing for a friend)

PNC got in trouble for improper loan practices, where the 30-yr fixed mortgage payment increased every month. What started out as a ~$600 payments slowly ended up over ~$1100.  The the foreclosure proceedings, where they refused to take payments that were due by the 1st but not late until the 15th, though PNC refused to take payments after the 1st as "late" and then turned it over to "their lawyers."  Still the homeowner attempted to make payments to anyone who would take it, but no one would.

Enter FEDs and the smackdown on PNC....  so once the homowner was so far down the road and days away from the sheriff's office showing up, PNC goes through the effort to re-negotiate the mortgage because they were forced into it or face the FEDs. 

New mortgage agreement is signed, notarized and mailed.  Payments made "On-Time" as required to qualifiy for the program. 

NO LETTER was received as required by the program to state that the homwowner had completed the probation period.

A new letter and set of payment coupons was received for ~$630 on April 30, 2013

The homeowner makes the May 1, 2013 payment by phone.

The homeowner attempts to make the June 1, 2013 payment, but PNC refuses to take the payment and says that no payment is due until July 1, 2013.  Additionally,  they state that if they take the payment it will not be deducted from the homewowners account until July 1, 2013.  And in fact, the homeowner's payments will be ~$550 on July 1, 2013.

Homeowner call back and requests written verification of the change in mortgage payment and due date.

Homeowner received written verification on June 5, 2013 that the new mortgage payment due on July 1, 2013 is ~$550 and that any previous payment coupons should be disposed.

Homeowner receives a subsequent letter on June 8, 2013 stating that the new mortgage payment due on July 1, 2013 is ~$750, this letter includes payment coupons.

Homeowner checks online to verify - new payment amount listed is ~$750

The homeowner said that this is the same thing that PNC did previously. 

The homeowner has no way of knowing from one month to the next what is owed.

The homeowner is not allowed to make payments via phone "On-Time."

I have advised that the homeowner make payments "On-Time" via check sent registered mail until something can be done and to pay the most recent amount listed on the website in order to remain in compliance and not take a chance on going into foreclosure again.

HELP!

Advice on who the homeowner can contact about this problem would be appreciated.
