My sister loaded my Serve card AT THEIR WEBSITE with her own BANK CARD last night which turns out to be against their TOS (using an individual bank card) EVEN THOUGH the website accepted the transaction.
Today they suspended my account and have refused to at LEAST reverse the transaction unless my sister ALSO creates an account, which they explain somehow allows them to do so. !!??
She's even madder than i am and has NO INTEREST in creating an account, even though it would only be temporary. This should NOT be the way a company as assumedly technologically advanced as an American Express holding would be to handle something like this.
I am effectively penniless at this point, until Monday, because Serve can't (won't) admit a deficiency with their website and that none of this should have happened.
The supervisors at Serve showed NO concern over getting this taken care of other than to insist that my sister create a Serve account.
Friday night i'm flat broke because I can't get to my money in Serve's servers and i don't know WHEN, or IF, they intend to correct this.
i'm sick to death of this kind of big business bullying, and my sister and i are both livid with Serve.
Avoid Serve.com. OBOpay has turned out to be a very convenient and flexible payment system, as well as Netspend, though not as much, and any number of other prepaids.

this is a security issue, to prevent fraud, it has nothing to do with them wanting her to have an account. This will only validate that you had her permission to use the card by confirming her identity.
