Time Warner Cable technician Richie Bad Internet service Middletown, Ohio

To whom It May Concern,

Hello My Name Is B L M Yesterday Feburday 23rd 2010 at about 12:15 pm A Time Warner technician,
came to our home (xxxx Mohawk st Middletown Ohio)  to Repair our Internet service. He went to http://speedtest.ohiordc.rr.com
and did a speed test with our main computer. I then stated that I had done a few test of my own,
and said I have photo's of the web page of the speed test.
I at that point showed the technician the photos. He then ask me can I see your laptop. I said sure with doubtfulness in my voice.
He then did a speed test on my laptop I left the room to get some coffee, when i returned I found the technician On the HP website
downloading a file to my hp laptop. (Note) This Laptop is new all updates are done. and it is up to date. it also has windows Vista on it.
I then ask the technician why he was downloading the file. His answer was I, I, I, know why your having trouble with your internet.
I again ask the technician why was you downloading that file. He then said in a rude voice I know what i am doing do you want your service repaired or not?
At that point I ask him to leave my home and ask him to get a supervisor here. He stood on my porch for about 5 minutes knocking on my door. saying Sir
I am sorry I was trying to do my job. I then said to him he had 1 hour to get a supervisor or i was going to file a law suite on him and time warner.
He at that point left. and time warner canceled my call. when i called back at 8:30 pm I was told that the technician had repaired our issue. and further service,
could not be done unless i was willing to pay for the technician visit to my home.

Now i dont want to file a law suite but I do want my internet service that i pay for. for the last 12 months we have had all kinds of technician's to our home to fix the speed issue we are having. But it seems no matter what the time warner technician's do we can not get the speed that say we are suppose to get.
 
These are my demands

(1) I want my internet service repaired.
(2) I want my bill credited for the last 12 months of service (at least 200.00 dollars
(3) I want the technician to apologise to me.
(4) I want what i am paying for?

If I cant get these then I am left with no choice but to follow this up with an attorney.

This is my mother in law she lives with us and has demencha. She goes to a day care center everyday.
Because she is in her middle stages of demencha.

why was he at the HP website? This laptop is less than 3 months old. It is fully updated. I know because I am  Microsoft A+ certified. I have been working on pc's since the early 80's.

I also have added a photo of a speed test i just done. we pay around 70 dollars a month for high speed internet with turbo. that mean i am suppose to get up to 15 kbps. now how is 8073 download speed and 763 kbps the speed thet say i am paying for. Time warner is a rip off.
