 I recieved an e-mail to try a smokless cigarette for $4.95.  So far I have been charged $199.34.  The phone No. does not answer

Did you read the "whole" email or even when you signed for their trial version? They charged you that much is obvious that they have small prints somewhere while you are signing up for the $4.95 deal saying that if you did not cancel (and send their product back) within a certain period of time, you will be paying the $199.34. It is a legit business model which exploits the loop hole of laws. Many online businesses are doing this all the time.
