PayPal allows the use of their website for a website scam via their merchant: Goldicq International Inc at GoldicqCS@gmail.com.  The merchant takes payment via PayPal for virtual goods. 

The merchant does not deliver or refund: the merchant steals money.  PayPal refuses to investigate or cite the merchant claiming virtual goods cannot be traced.  PayPal is complicit with the website fraud, collecting money on each fraudulent transaction by the scamming website.

It would be easy for PayPal to confirm the existence of a scamming merchant by following the same purchase in a consumer complaint.  They would see firsthand that the merchant is a fraud. 

While this may not be evidence enough to return money to other consumers, it should be evidence enough to terminate the use of PayPal by that merchant.  Instead PayPal continues to let the merchant run their scam and further profits from that scam.
