He emailed me & said that I won A lottery over there & that I had to pay 720.00 to get my winnings of 2,000,000.00. When I asked him to send me somthing to prove to me that this is a good email or a scam he got all mad & said that it's not up to him to help me get my winnings. So can you check into it & lrt me know what to do after this.

When was the last time you were in England? Do you remember entering the lottery while you were there? Do you still have your ticket?

Of course not! Why do people think that large sums of money will just fall out of the sky (or the Internet, or their mailbox) at random? Do you also believe in the tooth fairy and the easter bunny? You have to be that gullible to give even the slightest credence in these ridiculous scams. As to your question, your next move is to delete all the emails from this guy, block his address from your computer, then write on the board 100 times : "I will never win $2 million dollars in a lottery that I never entered".
