MarketingLeads.info ripoff scam mailing list takes money and runs Mission Viejo California

I paid $21 to get a list of businesses in the Century City, CA area for an event our charity is hosting. I thought it was a good deal and paid via Paypal.com. Never heard back from the guy after that. He did not return calls or email. I disputed this with paypal and here's the results: (by the way, I never got any money back):
Our investigation of this complaint is now complete.
The seller did not respond to our requests for tracking information. Therefore, we attempted to award you a full refund. Unfortunately, there were insufficient funds available in the seller's PayPal account to complete the refund.
PayPal does not consider this a satisfactory resolution of this complaint. We have taken action against this seller's account until the complaint has been resolved.

I am pretty sure you guys are familar with paypal. We got locked down do to the fact of a customer I should say fraud. I had advised her to charge back. We had no way of refunding her since paypal had frozen our account. I would gladly rectafi your account if you call us. Thank you

Convenient to blame Paypal.com. I called this company no less than 8 times requesting my refund or for the report I paid for. They did not respond to 1 call or email.
The funds were taken from my paypal.com account, not a charge card so I was not able to do a charge back. Paypal.com could not retrieve any money from this company.
If they are sincere, they will refund my money in the form of a check. I can email them the information and update this site on how the refund goes.
