Qualified Leads We paid $500 to perform telemarketing test Scottsdale Arizona

On December 2008 I have received an e-mail from Todd Richardson from Qualifiedleads.com with numerous telemarketing campaign offers. I called the man and got from him very logical explanation how it works and also reasonable price for the services$25/hour of calling and all the reports +possibility to get recorded conversations between their representative and the potential customers.

Luckily for me I hate telemarketers myself and did not want to commit to serious spending without doing some kind of test, unluckily I did not Google the SOB before he talked me into sending them $500 to perform 20 hours calling test. They did send me kind of generic script which we improved a little, but for the test it was OK. When we actually came to working details Mr. Richardson all of the sadden disappeared from face of the earth.
I'm just wandering: these people scummed already couple of citizens. Isn't there any kind of law enforcement that should deal with “qualified leads”? They have a physical address they have bank account. It is not this hard to find them. Or there is some kind of limit after which you get prosecuted?

If somebody knows proper authority to complain about these scummers please let me know I will take trouble to do it.
