NetZero Major problems trying to cancel my account; insisted that I keep subscription at lower rate; other Westlake Village, California

I called NetZero on 9/2/10 at approx. 2:00 PM ET to cancel my service. I had signed up for the $9.95/month unlimited dial-up plan and found it to be way too slow (I can't get broadband where I live). The customer service representative (csr) who answered spoke such broken English I could barely understand her. I told her I wanted to complete cancel my account and she immediately went into rant and told me that instead of cancelling, she would keep me on the unlimited plan but that she would take $5 off the monthly rate. I told her that was unacceptable and to please cancel my account. She became a bit irrate and started trying to talk me out of cancelling. I told her again that I wanted to cancel and she then told me she was going to cancel the account, but that she would send me a Norton disk that I could use for free for X months and then I would be charged a fee for that. Again, I told her I wasn't interested and to please cancel my account as requested. She got "huffy and puffy" and finally told me she would cancel as requested. She also told me I would receive a confirmation e-mail of the cancellation, but I have not received the e-mail. At this point, I am reporting this incident to NetZero Corporate Office, to WalMart (sponsor), and the Better Business Bureau. I am also notifying my bank not to allow any charges that may be presented from them. I will file a report with law enforcement if it comes to that, as well.
