Qwest DSL Threatned to cancel dsl by certain date, and didn't and then charged me for two more months C Internet

I signed up with Qwest dsl promo at $ 26.99 + tax for a yr with no contract. After such time I was to billed $ 39.99, but if I signed a two yr contract I would be able to have the $ 26.99 for life. Cool I thought, but then I was told by the Rep. I had a outstanding OLD LD bill, that I was not aware of for
$ 68.00 and that until I paid that I could not have the promo.

I thought, ok, well let see, I will then downsize my phone service which I have with Qwest as well, and I will just have the basic and discontinue the VM and CW, then I could put the saving into the old bill. Sounded good, oh but no, see now I am told I can not cancel any additions to my account with out paying the outstanding old bill. I am puzzeled and I ask " you mean I can not cancel service I do not need in order to pay what I do owe in outstanding charges? NO! I am now going crazy. Now after going over this a few times I get nowhere.

I hang up and wait a few days to regroup my thoughts. By this time my bill is now going to be past due with the new amounts for DSL. I then receive a letter stating that if I do not pay the outstanding amount for DSL I will be disconnected by the 30th of June.. After all this, I was ok with it and thought fine disconnect my DSL and I will pay it all off and get another service. So, I disconnect my modem and never used it again, and started using Aol.

Then I get another notice a month later saying that if I don't pay by the July 31st it will be cancelled. I am a bit puzzeled again. I assumed it was cancelled on the 30th of June like they said and of course the bill is twice what it was.

I call and I am told that "Yes we send those cancellations notices out but as a curtesy, we let you continue with your service for another month." I said really then why have you done it two months and billed me for unused service, is this not deceiving to the customer? I am assuming my account is canceled like your letter stated it would be, but in fact you are scamming me by charging me two more months of unused service.

Now if I had called them on the 30th of June the date of the first notice of cancellaton and said I can not pay they would have said " sorry we are disconnecting" OK. But because I didn't call to say disconnect, and yet the notice in front of me says they are going to on the date, why am I responsible for the following two months that THEY decided to continue after notifing me it would be cancelled. IS this not FRAUD.

I had no idea there was service after the 30th of June.

Am I responsible for the charges after the 30th of June 08?
