GroupLotto ripoff Lied, False advertised and didn't pay the 2500.00 that it confirmed I had won!! How is this practice of cheating people allowed to continue? Internet

I played grouplotto and won 2500.00 dollars which was confirmed not once but twice via the e-mail . Which I still have copies of the confirmation to the fact that I won the 2500.00. Now if this is the case and I have tried several ways to contact grouplotto as the e-mail requests I contact them so they may make arrangements to fulfill there obligation of paying the 2500.00 that I won. If this were a lottery or game done through the U.S Mail would this not be a crime. Also isn't there a law of some sort that applies to false advertising and fraud. If I were in business and did not do as I had advertised and confirmed in writing that I was responsible for and solicited as that I would already be in court if not in jail. How is this practice of cheating people allowed to continue?
