PayPal - EBay Company You want me to send out merchandise to someone before I get their $$$???? Internet

I have been a seller on Ebay since 2004 with 100% positive feedback.  I haven't sold anything for a year and just started again in November of 2009.  To my surprise after selling items and then logging into wonderful Paypal to transfer the money for MY items to MY bank account, Paypal is informing me that I will have to kindly wait until my item is delivered (but then 3 days after that) or the buyer has left positive feedback.  Because I fall under the cateragory of someone who hasn't had at least 20 sales in the last 5 months, which is also next to someone who has a poor feedback score.  Now I can see why they would do this to people who are obviously ripping people off or for high risk items, but why me???  So my question to Paypal is... You want me to use MY money to ship out MY items to someone I have no clue who they are and sit and wait unitil they decide to leave feedback.  Now I feel like a pest asking my buyers to please hurry and leave feedback after I see that their package has been delivered. 

I wonder if I can go to a store and say; Hey, I really would like to purchase your item, but I am not sure if I am going to like it so I am going to leave the store with it without paying you, take it home and look at it for 3 days and then if I decide I love it, I will come back and pay you.  If not, I will wait until I have the time to bring it back.

Come on, this is outrageous!!  I want my money first! And for the buyers their bank accounts are debited immediatley!  How is this fair for anyone?  Oh wait, its fair for Paypal getting interest on all this money sitting in the bank.

I'm done with you Ebay and Paypal... I'd rather take 1/2 for my things at a yard sale.
