BREWER-CALDWELL PROPERTY MANAGEMENT HORRIBLE GILBERT Arizona

Back in August,2009 I rent a house for Brewer Caldwell in June,2009 I rcvd like 15 letters from the community (but the letters were send to my landlord since I'm not the owner of the house) and then my landlord mailed this letters to me saying that I was penalized with a fine of $1026 of a HOA, but the penalty was back from February and March,2009 and I just got the letters in June,2009. I spoke with a lady @ the community where they penalized the people but she was not able to help because the house is not under my name .I spoke with my property and explains the situation to him, he told he will contact the community and tried to clear the penalty for me, because the community did send them a letter letting them know about the HOA and saying that they will give me 10 days to clean the weeds from my yard and that they were gonna go back to check if everything was clean,but my landlord never send me those letters letting me know what was going on. I been trying to have everything clear since then but he never returns my phone call and I have witnesses that I did tried to call and left messages for him every single day. I spoke with him today and he told that there was nothing he cant really do for me because I'm the one responsible for the fine, but my point is:

Why if he rcvd all those letters before he never let me know anything about it, he wait until all the penalties were accumulated to charge me, and also he told that he was not the one charging me for anything that it was the community, so I ask him are you giving me the security deposits and he says no since I have the balance with them, but he never send me the bills from the community , he had made his own statement from the company charging me the money and also it seems pretty weird because when i send them a letter letting them know that i wa leaving they send me the bills right away.
