Gene Cecil LANDLORD SCUM No integrity no honesty rip-off

Mr. Gene Cecil, previous landlord, of Hayes Virgina who withheld half of my $1000 deposit after I helped him get over $3000 worth of carpet for only $200. I worked at a carpet mill and was able to do this for him, yet he didn't have the honesty or integrity to give back my money. I left his rental property in excellent condition, WITH brand new top-of-the-line carpet!

There was no reason to withhold this money other than I was only 1 month short of fulfilling the lease. BUT, in light of the situation with the GREAT DEAL on carpet, AND the fact that I was a good clean tenant who always paid rent on time, definitely puts this man in the low integrity, high rip-off category.
