Phosgene is a major industrial chemical used to make plastics and pesticides.
Phosgene was also used extensively during World War 1 as a choking (pulmonary) agent. It is heavier than air, so any release would be more likely found in low-lying areas. That's the main reason it was so effective during WW 1. Being heavier than air, it easily settled into the military trenches that were so common on all sides during that time.
As to your post:
1.The State of Maryland has denied the existance of car causing asthma
Asthma does not cause cars!
2.failure to make public
Have the other 49 states and the federal government made this public? If so, shame on Maryland. Or perhaps you are indicating that phosgene gas is only emitted from tailpipes located in the state of Maryland. More likely, there is nothing to make public.
3.failure to post warning signs
Even if your allegations were true, what would you propose, a Maryland state mandated sign on the back of every vehicle? And that would accomplish what?
4. "failure to protect public"
I guess you could suggest that all vehicles in Maryland must be pushed rather than using the engines.
5.failure to pay back victims
Just how would you intend to prove that your asthma is caused by supposed phosgene gas emitted from tailpipes? The world is now full of pollution, but YOU know exactly which single pollutant caused your asthma? I don't think so!
