Pay Pal Charging me for a customer's chargeback Omaha, Nebraska

I am an online retailer a customer purchased an item from me. It was delivered and I provided the tracking # and the carrier and it was signed for all this information was given to pay pal. I recently received an E-mail from pay pal stating the Bank made a decision in favor of the buyer. Now pay pal is expecting me to pay them. I think this is unfair practice on their part and it is causing me undue hardship and loss of business.

You should have filed a report on the buyer. There is no reason why Paypal should take a loss on this one.

Not sure exactly what you expect. If Paypal makes you "Chargeback Proof" you would have every business(legitimate or not) only accepting payment through Paypal. Even with their fees that would still be pretty cheap insurance against chargebacks.
The Customer did a Chargeback on their credit card to Paypal, and since that was for your item Paypal is just "passing the buck" so to speak in doing the same Chargeback on you. Whether or not you agree with the bank's decision to do the Chargeback the fact is that they did, and it doesn't matter if you went though Paypal or directly accepted the Credit Card you would have to pay the money back.
Your real issue is with the customer who did the Chargeback and depending on location and the amount it may be worth taking them to court where you can show your proof that you did ship the product.
