Ace Cash Express ? Illegal collection. Illegal interest rates. Spring, Texas

I received a payday loan from this company.  Due to financial difficulty, I missed my regular payment.  I made a payment of $180.  They told me to pay the loan in full.  I talked to them, and told them I would be in on the 2nd of November to pay as much as I could.  They went into my bank account and took $1030, before I could come in that day.  16 pending transactions bounced in my account, including my car and insurance payments, electricity and gas.  I am now over $1000 negative in my account.  They have ruined me financially because they prey on people like me.  (Disabled Vet on a fixed income.)  Can they legally ACH raid my account?  It's not like I was trying not to pay them.  I had already paid towards this account and had an agreement to pay them more.  These people are predators in every sense of the word.
