What I've written below is MY OPINION as a past career postal employee. My words may not reflect actual fact. Please keep this in mind anyone who reads this!
I believe it's possible one of the mail carriers in your area may have been involved in the disappearance of that package. You say your mother was home all that day and no notice had been left? Your mother then received the package the next day or so and the post office said it was found empty in the mail system? It sure sounds suspicious to me! If I were you I'd drive to go see and speak with the U.S. Postal Inspectors at the address I've posted below. If you do speak with them you might never get the contents of the package, but you will start an investigation where the thief might likely get arrested and caught and removed from service! Please keep in mind you will most-likely never hear back from the U.S. Postal Inspection Service after filing any complaint. It's because of several reasons but the main reason is USPS will always avoid negative publicity if it can do so. They are the largest employer in the country. They affect lives on a daily basis, MILLIONS, and are always in the public eye.
With thousands upon thousands of employees USPS has - USPS has to protect their integrity, good service and thus avoid negative publicity as much as possible. The U.S. Postal Inspection Service accomplishes this for them. The Postal Inspection Service "quietly" investigates suspicious activities going on constantly within the U.S. Post Office and abroad. Postal inspectors make arrests more than you can ever imagine, like EVERY DAY, but the public rarely ever hears about such events because of the "bad for business" publicity it would bring.
