Willard E Metcalfe, - Bill Metcalfe Mental Cruelty To An Innocent Disabled Man Brattleboro, Vermont

This event took place on December 18, 2006. I am reporting it now because the victim is still suffering repercussions.

Willard E. Metcalfe, MSW of HCRS (Health Care & Rehabilitation Services) in Brattleboro, Vt ringleadered a terrible emotional abuse session against my disabled husband. He and his cohorts, all professional people who should have known better, came together at an ACT 264 school meeting. Informed that my husband had some cognitive difficulties, they interrogated him by bullying, degrading, intimidating, and duressing him. They also ridiculed him. This resulted in him "agreeing" that his son needed to be placed in the custody of Child Protective Services. He agreed while shark-eyed glares were cast at him. He also was humiliated because his 15 year old son was in the room watching this bullying. This maltreatment happened in order to open up streams of funding that would benefit his agency, including a Medicaid Waiver.
