Performance Seals, Inc. - International Shopping Sweepstakes Lottery Claiming I won $215,000 but I need to cash the check they sent for $4,850 and wire back $2,850 to pay taxes so they can release the funds to me. TORONTO, Ontario

I received a letter from Performance Seals, Inc. stating Award Claim Final Notification. The letter informs me that I am a winner of an International Shopping Sweepstakes Lottery that was held on May 22, 2009. The total prize money was $4,300,000 that was presented to 20 declared winners so therefore I am entitled to $215,000.

Also included in the letter was a check for $4,850 which was deducted from my winnings to enable me to pay for the applicable winning taxes on the $215,000 I "won". The tax amount is $2,850.00 which is to be paid via Western Union Wiring Facility directly to my assigned tax agent.

Before I cash this check, I am to supposed to call Mrs. Sharon Campbell at 1-866-939-8855 which always seems to go to voicemail, to get further clarification  and instructions on claiming my winnings.

There is the Performance Seals Inc. on the letter with an address in Ontario, then on the check it is Donlin Creek LLC in Alaska and then the bank on the check is in DE. The check is auto signed by Karina Deluca and some other signature you can't read.
