ACCELL gives No Refund

I order a cablebox on sept. 8, 1999 and they sent it on sept 13, 1999. After a few try it does not work and I call the company and they told me to send back for either replace or refund. I chose refund.

I sent it back on sept. 20, 1999. They said it will take about 6 to 8 weeks to get my refund. I wait passed the 6 to 8 weeks. I call again and they told me to wait for 2 more weeks. I wait passed 2 weeks and then call they again.

They told me to wait and now it's passed more than 3 month now. I have also file a complainted to BBB in florida. They mail the company a mail but it was return. BBB said they can't even call the phone from their area code.
I am looking for a way for help.
