Fred Barker Bilked my brother out of $23K Bouse, Arizona

My brother was living in a mobile home park managed by Fred Barker. He agreed to buy a lot at a different location for about $20K. Barker took months to put in the promised septic system.

By the time he actually moved onto the lot he had paid about $23K and had no title or deed to the land. The purchase was going through a title company in Parker, AZ but my brother had given Barker the money our of escrow.

Barker never turned it in and then was severely beaten up by other disgruntled customers. He is severly brain damaged and is in another state.  There are many liens against properties owned by Fred Barker.

Then the original owner of the land wanted another $5K to let him stay on the property.  My brother committed suicide last week. He had a few other problems but this was definitly a contributing factor.
