Paypal Paypal allows you to make payments Internet

Hello, Ive made a paypal account within the last week or so and my son ordered something off of ebay for $200 by accident, no problem the seller gave him a refund. He then tried to put the money back in my checking account and it said this checking account is being used in a different account. There is NO WAY that we have another account so that is 1 problem there.

So now I have $200 sitting their in my paypal balance so I let my son go buy some stuff for about $54.00 off of ebay. So now I have about $140 in my paypal balance, so I call paypal and ask them if they can help me put the money back in my checking account, no help there but they could send me a check, which they did. But also this is at the end of the month (bills to pay) and I have to wait 2 weeks for a check, ok I might bounce some checks and screw myself up but at least I'm getting my money.

So about 2-3hours later my son checks the status of the check to see if it was sent, I now have a limited account because of suspicious activity. Now I called AGAIN and they said I have to wait 180 days before I get my money 6 MONTHS, are you kidding me? I have also read on the internet about paypal, they have many lawsuits against them. I would like something done about this because I don't know how they are OK doing this to people.
