Philadelphia Parking Authority PPA Issued bogus parking ticket, added late fees as if ticket had not been disputed despite acknowledging reciept of dispute, and denying appeal despite evidence that ticket was invalid. Philadelphia, Pennsylvania

I recieved a parking citation for parking in a handicapped spot, though my vehicle was not in a handicapped spot, but instead several feet from the nearest handicapped spot.

I disputed the citation and submitted photos prooving I was not in a handicapped spot and a witness affadavit to that effect. All of this was submitted by registered mail. I was told in writing by PPA that I was not respnsible to pay any fees unit I recieved notice of judement.

I recieved no response from the PPA for three months. Finally I recieved a a notice of failure to pay dated June 9th. It includes late fees for failure to pay.

PPA claims that a judment agaisnt me was reached June 13th, four days after the failure to pay notice was issued.
