A permit had to be pulled for the work. Did you pull the permit or did the company? If they pulled it and it states they are the contractor, you need to go to the kissimmee courthouse permitting dept and tell them your story. It's the new bldg and I believe on the 3rd floor. With a permit there is a time frame that the work has to be completed by. Also, I was told by them that if the company pulls the permit and they do not complete the work, the county can get involved and help you. Some pool companies ask that you pull the permit in your name as if you're doing the work, if you did this, I'm not sure if the permitting dept can help or not.
Also, you need to file a complaint with Florida Department of Consumer Services. Here is the online form, they helped me once and did a better job than the BBB

I'm confused how he can put a lien on a house when you didn't do the damage and does he even have that right? I can see them doing it for non-payment of services but not that.
