Inteligator Deceitful, ordered bkgrd check w/ no access. attempted to cancel and i was still charged 4 times. Internet

I needed information about an individual so I got online to get a background check. I purchased a "one time " payment of $19.95 from Inteligator.com for access to criminal, rental and traffic reports on the person. After my payment I was unable to gain access to this information as I was promised. When trying to click on the proper categories, I was prompted to make another payment for such information. I chose not to bother with it anymore but then charges started showing up on my bank statements each month. I attepmted to cancel through the website but never got any correspondence back. The charges continued and I finally contacted the third party clkbank.com. They cancelled the account for me but they were only able to refund a portion of the amount that was taken due to time passed.
