I entered into contract with Bill Ragsdale on 11-27-2010 for some concrete work.  He was to frame approx 35X35 slab and pour 3000psi with fiber and then replace some cracked and broken pieces of existing concrete in driveway.  He collected downpymt, 1700 dollars with the promise to show up on Monday 11-29-2010, and have project finished by Thurs or Fri 12-2/12-3-2010.  He showed up on Monday around noon, called and said he needed more money could not do my project as he agreed in the contract, I told him I would meet with him that afternoon around 5 pm after I got off work. 

He failed to show, After severa attempts calling him and his wife, he called me at @8:30pm Monday night saying death in the family.  Then he agreed to meet with me the next day at noon, I took off work, and met him at my home where the project was.  He simply said he would not return my money even though he null and void our contract, and he said he would never give me my money back, in fact, I could take him to court.  He has not done any work, will not answer the phone, he is a con man, a crook, he rips people off with promises but never fulfills the contracts.  He needs to be stopped.
