Letter is a Scam

Moral of the story is...If you didn't enter the lottery then it's a scam!!!! BEWARE!!!! Don't be another statistic...
If you want to do more research the net is full of scams like this, you can google them up pretty easily. You can also google up the names of the scammers or the organization they say they are from, you probably will find complaints on them too. If they are using the name of a real lottery then the lottery will have customer service numbers you can call to check on this, and they probably will have a page on their site about this scam. I believe Fifth Third bank is a real bank, but the check you have is either forged, stolen, or from a closed account.
Talk openly with your local bank manager and get their advice/counsel on cashing the check. Don't just deposit it, it could lead to legal trouble for you if they think you knowingly were passing a bad check. And whatever you do, do NOT send strangers money by wire transfer. You may as well kiss the money goodbye.
