These guys sent me a traffic violation, saying I went through one of their tolls without paying, and requesting that I pay a fine. I was NOT anywhere near their toll road on the alleged day of violation. The violation notice read like a sales pitch for FasTrak -- their pre paid toll service, basically saying I wouldn't have any future violations if I signed up for FasTrak. After I spent time on the phone and via mail contesting the violation, they finally dropped it and mailed me another letter pitching their FasTrak service. I have a hunch this is a sales ploy, and that they falsify violations to see what will "stick." Despicable.

Why does eveything have to be a "scam". How about using some logic here. First of all for this "scam" to work as you say, the following would have to have happened.
They would first have to pick out random vehicles that they do this to. To be effective they woul have to select only people that may use Fastrack. After all why go through all of this effort to get someone who never even drives in the area. The only way to do this is that they would have to use something to monitor every car on the road..ignoring the people that already have Fastrack, and people that may only be passing through one time.
Now, they would also have to hope that no one questions them. But since people may and if they really push it they need "evidence" to back it up. So now they need to create fake photos to not only match the licence plate, but the actual car and driver.
Now, they also have to be very careful so that people don't catch on. So they probably have to limit this to only a couple a week. Where of course every business major knows that advertising works best when you only select a couple of people to promote your business to.
Better yet let's actually use some logic, as to what probably happened. Since they use "photo enforcement" when a vehicle went through the toll area the license plate got captured. Now, that photo is read and entered into the system by someone and then a violation notice is sent out. So it is most likely just "human error" when that person entered the license plate. So mistakes happen and I am not saying this is not inconvienient, but it is also not a scam to get new customers.
