Alliance One harassing phone calls to myself & family members, refused to accept payments Seattle, Washington

in 2009 alliance one harassed myself and my family members over the telephone. I have unpaid traffic fines that had been turned over to this collection agency. I moved to another state and they began calling my cell phone repeatedly leaving harassing voicemails.

When I would talk to them on the phone to try to arrange a payment plan they refused to accept any payment & demanded the entire balance be paid in full. They immediately began grilling me about my income and where I worked. when i told them I work construction they said a $500 down payment and $100 monthly payments was absolutely unacceptable for a person who works construction. They would not accept any payment arrangement I tried to make. 

Shortly after that they began blowing up my mothers cell phone harassing her & leaving extremely rude messages. I dont know how they even acquired her cell phone number she lives in another state and I NEVER gave out her number. 

Needless to say I still don't have my license back & because I cannot send any payments I have no idea what to do to even try to get my license back. All this because I received a failure to stop at a stop sign ticket & seatbelt ticket.
