American Express Opened up a fraudulent credit card account using my personal information El Paso, Texas

They cancelled the credit card and were/are suppose to send me information within thirty days as to how my personal information was accessed.
After waiting the thirty days without receiving anything, I called the fraud department back and was told they had sent me the information but it was returned as undeliverable. When I asked what address they mailed it to, they said it was sent to the address of the person who opened up the fraudulent account.(It sounds unbelievable but I have it documented by email)
Under section 609e of the Fair Credit Reporting Act, they are required to provide me all records associated with this fraud within thirty days. I have called three times, written two letters and sent them numerous emails and I still have not received any information.
I have filed a complaint with the FTC and the Consumer Financial Protection Bureau.
