American Standard Financial took my 349.00 from my account and got nothing in return Champlain, New York

I recieved a call from Natoya Id#124 from American Standard Financial back in Sept. of 07' and she indicated to me that I qualified for a 4500.00 grant that the U.S government had to offer. For me to obtain the money all I had to do was hand over 349.00 dollars to get the paper work going. Well, I believed in them for the fact that they gave me a Ref# and work Id# and a ligitimate phone line to comfirm that she worked there. So I proceeded and I recieved a government package, filled it out and submitted it back in October of 07' from there I never got anything again or heard from them. I called just recently and some other company is answering the lines now and they indicated that American Standard Financial is out of business. That they will send me another package. Is the government allowing for all this to happen? are they even following up on any of these companies ripping off people. This is making the government look real bad, especially the businesses working in the state of N.Y. Now, we see why no one can trust the Government.
