American Traffic Solutions, Inc mailed a Notice of Violation warning in the mail to the vehicles registered owner for a red light camera Tempe, Arizona

American Traffic Solutions, Inc p.o. box 22091 Tempe, Az  86285-2091 which provides the red light camera enforcement program in Hillsborough county and maintains all equipment related to this program and processes all violations warnings
captured by such equipment. review potential violations first then passes it on to the police department

They are not sworn in as Law Enforcement Officer in the state of florida & Hillsborough county  they are out of their
jurisdiction breaking the law by acting as law enforcement officers in another state & count

When a motorist receives a Notice of Violation warning in the mail to the vehicles registered owner. Its not the same as a UTC Uniform Traffic Citation

A red light violation notice of Florida Statutes 316.0083, 316.074(1) and 316.075(1)(c)1 is a civil violation warning against the owner of the vehicle; it is not a UTC Uniform Traffic Citation or a criminal violation images captured by the automated system and reviewed by law enforcement is still not valid its not a real citation

Only a UTC Uniform Traffic Citation has to be issued by a law enforcement officer in person for the violation of Florida Statute 316.0083, 316.074(1) and 316.075(1)(c)1 is valid

Catch 22 Only if you fail to respond to this Notice of Violation warning. Within 30 days You will receive a UTC Uniform Traffic Citation within 60 days of the Violation notice, Dated via certified mail & and still it is not valid

Only a UTC issued by a police officer in person takes precedence over the Notice of Violation warning. Which is a non criminal
infraction that is not reported to the Florida Department of Motor Vehicles. and is not reported to insurance agencies.

Florida Statute 316.0083, 316.074(1) and 316.075(1)(c) a UTC Uniform Traffic Citation has to be  issued by a law enforcement officer in person to the driver of the motor vehicle at the time of the violation of a of the red light violation  then it is valid (in other words if  American Traffic Solutions, Inc. which provides the red light camera enforcement program & pass along videos to the police department.  then we the public should be able to do the same and act as law enforcement officers and be able to record with our own video cameras of police officers breaking the law, running red lights, speeding,
illegal u turns, sleeping on the job, flirting with teenagers then our videos should be legally valid as theirs and post them on you tube or pass along videos to the police department so they can be reviewed by several qualified technicians and finally by the police department and be issued UTC Uniform Traffic Citation & proper punishment)
