It appears that you are confused. Rust Consulting is contracted by the Secret Service, they are not part of the Secret Service. You need to read the forms again.
Rust is the officially contracted administrator for ASD remissions. There is a docket entry in the original ASD forfeiture case naming Rust as the administrator and it was accepted by the Court. The fact that they are asking for certain bank information is so they can wire the remissions directly into your account. We're talking the DOJ and the Secret Service here. If they wanted your information, they have ASD's records and they can certainly acquire the information themselves with ease. Nothing sinister here.
I send my tax forms into a PO Box, nothing unusual about the government using a PO Box. Not sure why this is so alarming for you. And precisely what good will it do to report them to the BBB? Rust is following a contract from the DOJ/Secret Service, they are not selling you a product nor are they charging you for returning your money (Unlike AFS).
ASD is and always was a scam, no argument there. ASD and its main sponsors will be prosecuted and soon. Andy makes a court appearance in DC tomorrow and I doubt he will have the outcome he thinks he will. Jail is in his future.
Honestly, I think you really need to recheck your information about Rust before you confuse things even more than they already are.
