I called dmv and according to them the plates of my car are still under the dealers name, meaning that they haven put the car under my name or they havent started the process of the registration. As in response the dealer said that they lost all the paper work of the car including the title, so that i have to wait for them to get the title which is going to take a month. Mean while, I'm paying for the car but cant even drive it. I wish i could just return the car after all the problems it has cause me. So far I Have 4 tickets due to the registration.

The 14 days(on top of the 3 months) will show the court that you gave them ample time to rectify the situation. If they are telling the truth and you will have it in another month you will have it before the court date and can just drop it. But if they were lying they are going to have to show up in court and explain to the judge why it is taking so long. The judge will also require them to prove they actually had the legal right to sell the car. If they can't provide that to the judge not only will you prevail, but the judge could turn the case over to the state for possible other actions against them.
Regardless of what they tell you, if the 14 days have passed and you do not have the registration in your hand, then File the suit.
