Best Buy Mis reprented Item that said it was on sale but not available to me specifically Tucson, Arizona

I went into to Best Buy to upgrade my phone. Two years had passed and I wanted a more simplified phone. My carrier is Verizon. I found the phone I wanted and it was priced at 39.99 for upgrades. I was set to buy it when I was told they could not sell it to me because there was something about my account that would not allow it. They were not specific. I called Verizon and told that there was absolutely not problem with my account. Thus reassured I asked them to try again. No luck. I asked for a manager. He changed the story and said that it was Best Buy that would not allow my purchase. He gave no reason why, just said it was managements decision to not allow this purchase. Finally he said they would sell me the phone for 299.00.
Mis-advertizsing and illegal advertising. 
I went over to Verizon and bought the phone. No problems.
What was that all about?
Never will shop Best Buy again.
