I received an e-mail on 20 JULY addressing me as: Dear PayPal Member. I am not a member of that group. I have never been a member of that group. E-mail goes on: This credit card transaction will appear on your bill as "PAYPAL LWPELECTRONICS*".
Near the bottom of message is a window to click:
"Dispute Transaction" However it goes nowhere. My attempt to e-mail this person/company at "sales@paypal.com" came back as undeliverable.
This Bill Chang is apparently an unscrupulous individual who needs an all-expense paid vacation at a Federal prison.

dear paypal member because for 1, if you have an account with them you will receive an email stating your user name, this email you recieved is a spoof email and if you respond by entering personal information ie credit card number or bank account number then you will find many unauthorized transactions on your accounts.
