I am an umemployed 6 figure executive who is trying to start up a new company. As cobra expire in July, I was trying to be pro active and access a new medical insurance policy prior to this time.
I have been with BCBS for 3.5 years. Their out of pocket cost during this time has been

What is the USA coming to? They want entrepreneurs but place so many obstacles in their way, we are leaving the country.
How can BCBS keep televising ads for $88/month for individual medical insurance policies.

First of all, there is no need to begin your report by stating that you are a "six figure executive" as this braggadocious statement has nothing to do with your perceived rip-off. Besides, with a six figure salary, you could easily afford that high rate with your mere pittance of pocket change.
Anyway, I digress. You fail to state any facts in your report to prove that this is indeed a rip off. For example, was your policy ONLY for yourself, or to cover employees of a small business you might be thinking of starting? Do you have any children or dependents who would be on this policy? Do you have health problems and/or are you pregnant (BCBS adds a huge amount to cover pregnancy and related expenses).
Perhaps you should update your report with some substantial facts, so that we might be able to assist you.
